By downloading, installing, or using any application or service provided by C4 Comms LLC ("C4 Comms," "we," "our," or "us"), including Your Voice and Ad Blaster, you agree to be bound by these Terms and Conditions. If you do not agree to these terms, you may not use our applications or services.

2. Description of Services

C4 Comms provides mobile applications including:

• Your Voice — A civic engagement platform that enables verified community participation and connects citizens with local decision-makers.
• Ad Blaster — A mobile game application featuring progressive difficulty and real-world reward redemption.

3. User Eligibility

You must be at least 13 years of age to use our applications. If you are under 18, you must have parental or guardian consent. By using our services, you represent that you meet these eligibility requirements and that the information you provide is accurate.

4. User Accounts and Registration

Certain features require account registration. You agree to:

• Provide accurate, complete, and current registration information.
• Maintain the security of your account credentials and not share them with others.
• Promptly notify us of any unauthorized access or breach of security.
• Accept responsibility for all activity that occurs under your account.

5. Acceptable Use

You agree not to use our applications to:

• Submit false, misleading, or fraudulent information.
• Impersonate any person or entity or misrepresent your identity.
• Violate any applicable local, state, national, or international law or regulation.
• Upload or transmit viruses or any other malicious code.
• Attempt to gain unauthorized access to any portion of our services or systems.
• Engage in any activity that disrupts or interferes with the normal functioning of our services.
• Harvest or collect personal information about other users without consent.

6. Intellectual Property

All content, features, and functionality of our applications — including but not limited to text, graphics, logos, icons, images, audio clips, software, and the compilation thereof — are the exclusive property of C4 Comms LLC or its licensors and are protected by United States and international copyright, trademark, patent, trade secret, and other intellectual property laws. You may not reproduce, distribute, modify, create derivative works of, publicly display, or otherwise exploit any portion of our applications without prior written consent.

7. Rewards and In-App Points (Ad Blaster)

Points and rewards earned through Ad Blaster are subject to the following conditions:

• Points have no cash value and are non-transferable except as explicitly permitted in the app.
• C4 Comms reserves the right to modify, suspend, or terminate the rewards program at any time.
• Fraudulent or unauthorized accumulation of points will result in account suspension and forfeiture of all points.
• Redemption of rewards is subject to availability and applicable terms at time of redemption.

8. Civic Engagement Content (Your Voice)

When participating in Your Voice, you agree that:

• All submissions reflect your genuine views and are factually accurate to the best of your knowledge.
• You will not attempt to manipulate, inflate, or artificially influence polling outcomes.
• Content you submit must not be defamatory, harassing, or violate the rights of others.
• C4 Comms may use anonymized and aggregated feedback data for analytics and reporting purposes as described in our Privacy Notice.

9. Disclaimer of Warranties

Our applications are provided on an "as is" and "as available" basis without any warranties of any kind, either express or implied, including but not limited to implied warranties of merchantability, fitness for a particular purpose, or non-infringement. C4 Comms does not warrant that the applications will be uninterrupted, error-free, or free of viruses or other harmful components.

10. Limitation of Liability

To the maximum extent permitted by law, C4 Comms LLC and its officers, directors, employees, agents, and affiliates shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, data, goodwill, or other intangible losses, resulting from your use of or inability to use our applications.

11. Governing Law

These Terms and Conditions are governed by and construed in accordance with the laws of the District of Columbia and applicable federal laws, without regard to conflict of law principles. Any legal action or proceeding arising under these terms shall be brought in the courts located in Washington, D.C.

12. Changes to These Terms

We reserve the right to modify these Terms and Conditions at any time. We will provide notice of significant changes through our applications or by email. Your continued use of our services after such modifications constitutes your acceptance of the updated terms.
